Item Title:Authorization for Staff to Sign Permits to be Submitted to Regulatory Agencies

Background:

As part of Board approved projects, staff is often required to sign and submit permit applications to various regulatory agencies.  Due to staffing changes at some regulatory agencies, Public Works is often requested to provide a resolution that authorizes staff to sign the permit applications on behalf of Nassau County.  Staff has been unable to find these resolutions, other than an action taken by the Commission on January 22, 2007 that authorized the County Engineer (at that time) to submit permit applications on behalf of the Board.

 

Staff has prepared a resolution for each of the following agencies that will allow Public Works staff to sign permit applications:

 

            Florida Department of Environmental Protection

            Florida Department of Transportation

            U. S. Army Corps of Engineers

            St. Johns River Water Management District

 

Should additional agencies request a resolution; staff will bring that resolution to the Board for consideration. 

Request:
Approve Resolutions authorizing certain County officials to sign permit applications for the following regulatory agencies: 1) Department of Environmental Protection; 2) Florida Department of Transportation; 3) US Army Corps of Engineers; and 4) St. Johns River Water Management District.

Staff recommends that the Board adopt the attached resolutions authorizing staff to sign permit applications for the above referenced agencies and submit the resolutions to each of the agencies.
