In 2008, Nassau County adopted the Natural Resources Protection Ordinance which included a subsection dedicated to the Canopy Tree Protection on Amelia Island (Sec. 37.02 LDC). In 2013, Section 37.02 LDC was amended. Subsequently, as is customary, the Planning and Zoning Board reviewed Section 37.02 LDC to determine its effectiveness. A working group was created by the Planning and Zoning Board to perform fact finding. The working group began holding publicly noticed meetings in October of 2016. Ultimately, the working group determined a more holistic approach to tree preservation was necessary. In as much, addressing required elements of site design was imperative.
The purpose of this amendment to Article 31 LDC, Required Off-Street Parking and Off-Street Loading, is to add a new section, Section 31.14 - Supplemental Parking Requirements for the Unincorporated Areas of Amelia Island. This amendment alters the off-street parking requirements as a means to protect swaths of native landscape, increase open space, and/or preserve protected trees. These alterations to parking requirements may include required parking reductions, alternative off-street parking locations, shared parking agreements, alternative parking surfaces and the implementation of low impact development principles.
A public hearing was held before the Planning & Zoning Board on March 7, 2017. The Planning and Zoning Board, based on the fact finding of the created working group, have recommended the identified amendments to the and Development Code. |
