Item Title:Bid Award: NC16-036 The R-A-M Professional Group, Inc.- Design Criteria Professional Services-Fire Station 71

Background:

On January 31, 2017, one (1) proposal was received in response to the Request for Qualifications for Design Criteria Professional Services Fire Station 71, Bid No. NC16-036 (see Tab A).  The Evaluation Committee authorized by the County Manager (See Tab B) met on February 24, 2017 to evaluate/score and rank the proposal for short-listing purposes (See Tab C).  The results are as follows:

As a result of the Evaluation Committee’s final scoring, the Committee is recommending the award go to The R-A-M Professional Group, Inc. According to the County Purchasing Policy, if less than three (3) responses are obtained, Contract Management shall confirm that the request was made pursuant to the requirements of the policy. Contract Management has confirmed that the required procedures were followed and speculated that Firms would prefer to build the new Fire Station since providing Design Criteria services would exclude a Firm from eligibility to render services under a Design-Build contract, pursuant to Section 287.055(9)(b), Florida Statutes, known as the Consultant Competitive Negotiation Act (CCNA).

 

Note:  The RFQ document, proposal submitted by the above referenced firm and the individual scoring by the Evaluation Committee are available for review upon request to Contract Management. Additionally, proof of advertising and Demangstar distribution of RFQ is available for review upon request from Contract Management.

Request:
Consider the following; 1) approve the Evaluation Committee's scoring and ranking of Request for Qualifications received in response to Bid No. NC16-036 for the Design Criteria Professional Services for Fire Station 71; and 2) authorize the Committee to begin negotiations with the top ranked firm, The R-A-M Professional Group, Inc. and bring a contract back to the Board for approval.

Action Requested and Recommendation:

Consideration and approval of the Evaluation Committee’s scoring and ranking for the RFQ for Design Criteria Professional Services Fire Station 71, Bid No. NC16-036 and authorize a committee to conduct negotiations with the top ranked firm, The R-A-M Professional Group, Inc. and make a recommendation to the Board to enter into a final contract.

 

The negotiation committee will consists of Scott Herring, Public Works Director, Frank Mashuda, Facilities Maintenance Director and Chris Gamble, Captain, NCFR.
