A.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, proclaiming March 2017 as "Take Stock in Children Month".

CONSENT ITEM(S)
C.Sheriff's Business - Authorize use of $6,000 from the Crime Prevention Trust Fund to be donated to Hilliard Middle-Senior High, West Nassau High, and Yulee High School for Grad Bash 2017. ($2,000 each) Funding Source: 01031521-549036 CRMPV.
D.Sheriff's Business - Consider request from the Sheriff's Office for reimbursement of $230,229.86 for personal services costs incurred due to Hurricane Matthew; and authorize the Chairman to sign a Budget Transfer from General Fund Reserves for Contingencies. Funding source: 01031582-591910 HMATT.
E.Approve and authorize Chairman to sign the 2017 Professional Services Agreement, Contract No. CM2403, to provide funding for a Family Court Magistrate and Traffic Court Magistrate for the period of January 1, 2017 through September 30, 2017.
F.Consider request from Mandy Conner for golf carts to drive on various roads in Pirates Woods and the Chester and Blackrock Road area on Saturday, April 8, 2017, for the 4th Annual Katelyn's Ride for Autism/Poker Run.
G.Release final retainage in the amount of $20,196.31 to Hal Jones Contractor, Inc., for completion of the CR115A Bridge Over Little St. Marys River Project. Funding Source: 63000000-205500 BRIDG.
H.Release final retainage in the amount of $28,960.80 to ACON Construction Company for completion of the Gasoline Dispensing Station for the Sheriff's Office. Funding Source: 65000000-205500 SHADM.
I.Release final retainage in the amount of $338,564.39 to ACON Construction Company, Inc., for completion of the Sheriff's Administration Office - Design/Build Project. Funding Source: 65000000-205500 SHADM.
J.Authorize the Chairman to sign the letter authorizing First Coast Crime Stoppers Inc. to act as agent for Nassau County to apply to the Attorney General for grant funds for Nassau County.

For recording purposes only, consider the final plat for Heron Isles, Phase Two-C3, filed by Heron Isles Joint Venture, LLP, owner, and Matovina & Company, agent for owner, to construct a fifty-six (56) lots on approximately 11.03 acres. Property is zoned Planned Unit Development (PUD) and is designated as Medium Density Residential (MDR) on the Future Land Use Map (FLUM). The property is located east of Heron Isles Parkway between Chester Road and Blackrock Road, Yulee area. Staff recommends approval

Authorize the Library Director to file the 2016/2017 E-Rate Grant Application and file the additional four forms as the filing windows open.

M.Approve Resolutions authorizing certain County officials to sign permit applications for the following regulatory agencies: 1) Department of Environmental Protection; 2) Florida Department of Transportation; 3) US Army Corps of Engineers; and 4) St. Johns River Water Management District.
N.Consider request to host the 2017 Government Day event at the Yulee Sports Complex on Saturday, April 15, 2017.
NEW BUSINESS
O.Discuss/consider changes to the Capital Improvement Plan (CIP) adopted Sept. 26, 2016; and set a public hearing date for March 27, 2017 to consider a Resolution adopting the Mid Year Five Year Capital Improvement Plan FY 2016/2017-2020/2021.

Authorize staff to Publish Notice and Set a Public Hearing for the Public Private Partnership for Courtney Isles Way Extension to serve the new Road & Bridge Facility.  

Q.Discuss/consider a Resolution discouraging the use and release of balloons on public beaches, as well as a potential partnership with the Loggerhead Marinelife Center via their Project Shield initiative. 
R.Discuss/consider installation of a School Zone Flasher on County Road 108 (River Road) for the Callahan Intermediate School.
APPOINTMENTS
S.Consider appointment of Mike Hagel to fill a vacancy on the Construction Board of Adjustments & Appeals as a member with a occupational-related background.
T.Consider reappointment of the following members to the Construction Board of Adjustments & Appeals for the period of October 1, 2016 through October 1, 2017: 1) Frank D. Tuten (Fire-related); 2) John M. Cotner (Architecture-related ); 3) Donna Van Puymbrouck (Construction-related); 4) Richard Crawford (Construction-related); and 5) Raymond Albury (Construction-related).
PUBLIC HEARINGS - The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following:
U.Consideration of CPA17-001, an Ordinance amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 8.65 acres of real property located on the west side of Miner Road, from Medium Density Residential (MDR) to Public Buildings and Facilities (PBF); finding this action to meet the standards of a Small-Scale Amendment; and providing an effective date.
PUBLIC HEARINGS - Quasi Judicial Procedures will be utilized for the following items:
V.Consideration of R17-001, filed by the Board of County Commissioners of Nassau County, Florida, owner, to rezone approximately 8.65 acres from Residential Single Family 2 (RS-2) to Government Public Use (GPU). Property is located on the west side of Miner Road between State Road 200 and Turk Lane, Yulee area. Staff recommends approval.
