Item Title:Public Hearing for Consideration of a Resolution Electing to Use the Uniform Method of Collecting Non-Ad Valorem Special Assessments

Background:
Annually, the Board considers a Resolution to Use the Uniform Method of Collecting Non-Ad Valorem Special Assessments, authorized in Section 197.3632, Florida Statutes, for collecting non-ad valorem assessments which may be provided for, but not limited to, those services as outlined in the attached draft resolution, which are: (1) beach renourishment and erosion control; (2) road construction/road resurfacing, regional, community and neighborhood park improvements, beautification and maintenance of rights-of-way, subdivision wall construction and maintenance, subdivision entranceway construction and maintenance, street lighting and sidewalks; maintenance costs for road improvements; (3) water and wastewater facilities improvements; (4) solid waste disposal services; (5) fire/rescue; (6) mosquito control services; (7) recreation services and facilities; (8) storm water management; and (9) property nuisance abatement.

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
Nassau county is contemplating the imposition of special assessments which may be provided for the following: (1) beach renourishment and erosion control; (2) road construction/road resurfacing, regional, community and neighborhood park improvements, beautification and maintenance of rights-of-way, subdivision wall construction and maintenance, subdivision entranceway construction and maintenance, street lighting and sidewalks; maintenance costs for road improvements; (3) water and wastewater facilities improvements; (4) solid waste disposal services; (5) fire/rescue; (6) mosquito control services; (7) recreation services and facilities; (8) storm water management; and (9) property nuisance abatement.  There are no new or varied special assessments to be considered in comparison to those in prior years. The County intends to use the uniform method for collecting non-ad valorem special assessments which will allow the special assessments to be collected annually in the same manner as provided for ad valorem taxes.
Action Requested and Recommendation:
Conduct a public hearing for the consideration of a Resolution Electing to Use the Uniform Method of Collecting Non-Ad Valorem Special Assessments levied within the incorporated and unincorporated areas of the County; stating a need for such levy; providing for the mailing of this Resolution; and, providing for an effective date.
