Item Title:CM3202 - Interlocal Agreement with Town of Callahan re: Allocation of $4.5M for Construction of Water Plant at Crawford Diamond

Background:

On October 19, 2022, the Board of County Commissioners approved a Resolution which adopted the Strategic Priorities of the Nassau Florida Prosperity Plan and the nine (9) Nassau Florida Prosperity Plan Priority Projects.  Within the list of Priority Projects, Project #1 is the Crawford Diamond Industrial Water Plant at $4,500,000.

 

The Town of Callahan applied for and was awarded a State of Florida Department of Economic Opportunity, Florida Job Growth Public Infrastructure Grant in the amount of $4 million which includes the requirements for certain matching funds  Using both the Grant and local matching funds, the Town of Callahan will be solely responsible for the design and construction of a 3 MM GPD (expandable to 6 MM GPD) water plant at the Crawford Diamond Industrial Park.

 

For consideration by the Board of County Commissioners is an Interlocal Agreement with the Town of Callahan, allocating $4.5 million of eligible funds as a local match for the construction of a water plant at the Crawford Diamond Industrial Park.

 

The Town of Callahan will consider approving this Interlocal Agreement at their November 21, 2022 Council Meeting.  If this item is not approved by the Town of Callahan, the item will be removed from consideration by the Board of County Commissioners prior to the November 28, 2022 BOCC meeting.

Request:
Approve and authorize the Chairman to sign an Interlocal Agreement, Contract No. CM3202, with the Town of Callahan, allocating $4.5 million of eligible funds as a local match for the construction of a water plant at the Crawford Diamond Industrial Park.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
A water plant at the Crawford Diamond Industrial Park will provide a substantial public benefit to the County by creating a more sustainable, resilient, and prosperous local economic system where residents can live, work, play and stay.
Action Requested and Recommendation:
Approve and authorize the Chairman to sign an Interlocal Agreement, Contract No. CM3202, with the Town of Callahan, allocating $4.5 million of eligible funds as a local match for the construction of a water plant at the Crawford Diamond Industrial Park.
