Item Title:	HRA - Pre-Funding Agreement w/ PayFlex

Background:
On September 7, 2022 Human Resources brought forward a recommendation from the Insurance Committee, for plan year 2023, which included the addition of a Health Reimbursement Account for those employees electing either the ACO2500, HNO1000 or OAMC1500 plan. This would provide a debit card for each eligible employee which would allow for for a one-time amount of $500 to assist in offsetting out-of-pocket expenses while using their medical plan. At that meeting the BOCC approved the addition of the HRA for plan year 2023.
Request:
Approve and authorize the Chairman to sign Contract No. CM3291 with PayFlex which establishes a pre-funding agreement for the Health Reimbursement Account with Nassau County.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The one-time funding of $500 per eligible employee is currently included in the approved 2022-2023 departmental budgets.
Action Requested and Recommendation:
