Item Title:Approve ACH Request of Funds to Town of Callahan: $4.5M for Construction of Water Plant at Crawford Diamond

Background:

On October 19, 2022, the Board of County Commissioners approved a Resolution which adopted the Strategic Priorities of the Nassau Florida Prosperity Plan and the nine (9) Nassau Florida Prosperity Plan Priority Projects.  Within the list of Priority Projects, Project #1 is the Crawford Diamond Industrial Water Plant at $4,500,000.

 

The Town of Callahan applied for and was awarded a State of Florida Department of Economic Opportunity, Florida Job Growth Public Infrastructure Grant in the amount of $4 million which includes the requirements for certain matching funds. Using both the Grant and local matching funds, the Town of Callahan will be solely responsible for the design and construction of a 3 MM GPD (expandable to 6 MM GPD) water plant at the Crawford Diamond Industrial Park.

 

The Board of County Commissioners signed an Interlocal Agreement, Contract No. CM3202, with the Town of Callahan, allocating $4.5 million of eligible funds as a local match for the construction of a water plant at the Crawford Diamond Industrial Park.

 

Per the Interlocal Agreement, the Board is to provide payment to the Town within sixty (60) days of the Town executing a grant agreement with the State of Florida Department of Economic Opportunity for the Florida Job Growth Public Infrastructure Grant.  The Town received such notice, which was executed on January 26, 2023. 

Request:
Approve and authorize the Chairman to sign the ACH request for the Release of Funds to Town of Callahan: $4.5M for Construction of Water Plant at Crawford Diamond

A water plant at the Crawford Diamond Industrial Park will provide a substantial public benefit to the County by creating a more sustainable, resilient, and prosperous local economic system where residents can live, work, play and stay.

Action Requested and Recommendation:
Approve and authorize the Chairman to sign the ACH request for the Release of Funds to Town of Callahan: $4.5M for Construction of Water Plant at Crawford Diamond.
