Item Title:Thomas Creek Implementation Plan

Background:

On June 13, 2022, the Board of County Commissioners approved Resolution 2022-124, which adopted the Planning Assistance to States (PAS) Study, and also directed staff to develop an Implementation Plan. The Thomas Creek Implementation Plan shows the road map to the PAS Study’s solution along with how the properties will rank within the Plan.

Request:
Consider the following: 1) Approve a Resolution adopting the Thomas Creek Implementation Plan; 2) Authorize staff to continue pursuing the dredging permit, apply for FEMA map update, and pursue clearing the vegetative growth near US-1.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The Thomas Creek Implementation Plan shows which grants overlap and have the most benefit to the property owners. It explains the ranking system of how which homes are most cost-effective to acquire first. 
Action Requested and Recommendation:

Consider the following: 1) Approve a Resolution adopting the Thomas Creek Implementation Plan; 2) Authorize staff to continue pursuing the dredging permit, apply for FEMA map update, and pursue clearing the vegetative growth near US-1.
