Item Title:CM3357, Contract for Design and Engineering Services, with Kimley-Horn and Associates, Inc. for design of CR 121 from Duval County to CR 119

Background:

On May 26, 2022,  Nassau County entered into a grant agreement with the Florida Department of Transportation (FDOT) for the design, engineering, construction, and construction engineering inspection of the reconstruction and resurfacing of CR 121 from the Duval County line to CR 119, with FDOT reimbursement up to $9,000,000.

 

The County advertised for Request for Qualifications for design and engineering on August 5, 2022, with a bid due date of September 22, 2022.  Six firms submitted proposals.  An Evaluation Committee meeting held on November 2, 2022 and Kimley-Horn and Associates, Inc. was selected by the committee for recommendation to the Board to begin contract negotiations. On December 21, 2023, the Board approved Staff to begin negotiations with Kimley-Horn and Associates, Inc. 

 

Negotiation meetings were held on January 4, 2023 and again on February 3, 2023 to finalize the project scope, staff hours, and rates of compensation.  

Request:
Approve and authorize the Chairman to execute Contract No. CM3357, with Kimley-Horn and Associates, Inc. for design and engineering services of CR 121 from Duval County to CR 119 in the amount of $830,160.76.  
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The project is funded by an FDOT reimbursement grant agreement up to $9,000,000. 
Action Requested and Recommendation:
Approve and authorize the Chairman to execute Contract No. CM3357, with Kimley-Horn and Associates, Inc. for design and engineering services of CR 121 from Duval County to CR 119 in the amount of $830,160.76.
