The Local Housing Assistance Plan (LHAP) was reviewed by Florida Housing, and it was approved that a new strategy be added to the LHAP; New Construction. This strategy will assist with the construction of homes sold by the non-profit developers to homebuyers. The strategy will provide a subsidy to eligible sponsors to pay development costs such as impact fees, building permits, utility fees and site preparation. Any funds not used for the payment of development costs may be used to offset the cost of construction or rehabilitation of an acquired eligible housing unit. In addition, there are technical revisions to the following: revise the maximum award providing the purchase price of the home cannot exceed 90% of the average area purchase price; the requirement under Purchase Assistance with or without Rehabilitation that to be considered for inclusion in the program the applicant must not have a contract to purchase a home prior to receiving an award letter from the County has been eliminated because of the competitive real estate market; to revise the Rental Housing Development Assistance increasing the maximum award from $52,497 to $500,000; to reduce the designated Low/Very Low Income units from 8 to at least 6; to revise the years in the loan term from 15 years to 45 years and to provide loan forgiveness for non-profits in that the loan is forgiven on a prorated basis beginning in year 36 so that 10% of the loan is forgiven annually from years 36 through 45; and increase the Emergency Repairs maximum award from $10,000 to $20,000.
