Item Title:Award RFP NC23-028 and Approve Contract No. CM3417 with Halff Associates for Professional Assistance for Vision Plan and Comprehensive Plan Vision Services

Background:

On March 24, 2023, the County issued Request for Proposal NC23-028 for Professional Assistance to Create Vision Plan & Provide Comprehensive Plan Revision Services.  Four bids were received in response to NC23-028.  The Evaluation Committee ranked bids received and recommended RFP23-028 and the contract be awarded to Halff Associates, Inc.  The process for updating a community's Comprehensive Plan starts with a robust community-wide visioning exercise.  The contract with the successful bidder divides the project into two parts: Part 1 - Vision Plan, Part 2 - Comprehensive Plan update.  Upon completion of Part 1 - Vision Plan creation, staff will bring back for consideration of the BOCC a contract or contract amendment for Part 2 - Comprehensive Plan update.

 

The Vision Plan will require facilitating workshops, small and large community meetings, interactive exercises, design charrettes, and focus groups as well as other strategies aimed at capturing widespread public input in order to create an accurate framework for future decision-making. The visioning process must be transparent, engaging, and extensive to reach a broad audience with the use of innovative outreach efforts to be completed during the County’s Bicentennial Celebration (1/1/2024 – 12/31/2024) with preliminary work beginning in the Summer of 2023. The visioning exercise will include extensive civic engagement. The data collected will be the foundation of the subsequent amendments to the County’s Comprehensive Plan, and ultimately, land development regulations.

 

The Comprehensive Plan, which is required by state law, includes principles, guidelines, standards, and strategies for the orderly and balanced future economic, social, physical, environmental, and fiscal development of our community. The goals, objectives, and policies of the Plan reflect the County’s commitment to implement the Plan and its elements. The County’s Comprehensive Plan helps to guide future decisions and describes how the County’s programs, activities, and land development regulations will be modified, or continued to be implemented as outlined within the Comprehensive Plan consistently.

Approve the Evaluation Committee's Ranking and authorize the Chairman to sign Contract No. CM3417, with Halff Associates, Inc., in an amount not to exceed $500,000, to execute Part 1-Vision Plan Creation, in response to RFP NC23-028 Professional Assistance to Create Vision Plan & Provide Comprehensive Plan Revision Services
