Item Title:Public Hearing to Amend Nassau County Code of Ordinances, Chapter 1., Article VII-Purchasing Policy

Background:

In April 2009, the Board of County Commissioners adopted a Purchasing Policy which governs the County's purchases of goods and services to provide a systematic approach to the process of buying required goods and services in proper quantities and qualities, from the right sources at the right times and at fair prices.

 

The Purchasing Policy is in need of updates in order to prevent unnecessary delay in the procurement process, to provide for a code of ethics and protest procedures and to further clarify ambiguous language in order to provide better guidance and direction to all County employees involved in the purchasing of goods and services for the County.  A copy of the draft Ordinance is included with markup showing any additions, deletions or relocations to the currently adopted Ordinance.

Request:
Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, Amending Chapter 1-Administrations. at Article VII.-Purchasing Policy. In order to amend the Purchasing Policy definitions; the Purchasing Categories; the Purchase Order requirements; the Competitive and Alternative Purchasing Methods including Exemptions; the provisions relating to Contracts, Change Orders, Task Orders, Work Authorizations, and Amendments; Local Vendor preference; use of Design-Build for County projects; and to provide entirely new subsections entitle Procurement Code of Ethics and Protest Procedures; in addition providing for Codification; Conflicting provisions; providing for Severability Clause and an effective date.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The Purchasing Policy sets forth the County's rules and regulations for the procurement of goods and services.  This ensures the procurement process is transparent and consistent, following all purchasing laws, rules, and regulations to protect the best interest of the citizens of the County and maximize the use of tax dollars.
