Item Title:Approval for County Manager to Sign Applications for FEMA Grant Applications

Background:

The State of Florida, Division of Emergency Management posted  two Notice of Availability of funds for Hazard Mitigation Grant Program funds for Hurricane Hermine (FEMA 4280-DR-FL) and Hurricane Matthew (FEMA 4283-DR-FL) for grant projects to implement measures to reduce or eliminate long term risk to people from natural hazards and their effects. Nassau County is eligible to apply as a Tier 2 project for Hurricane Hermine Funds and a Tier 1 project for Hurricane Matthew funds. Staff proposes to submit applications for signature by the County Manager for Hazard Mitigation Grant Program (HGMP) funds, Hurricane Hermine and Hurricane Matthew for Thomas Creek Restoration Project, Phase 7A and 9 and Lofton Creek Restoration Project, Phase 1. One application for each project under each Notice of Availability, six applications total:

Request:

Approve and authorize the County Manager to sign six grant applications to be submitted by staff requesting funds from the Hazard Mitigation Grant Program for Hurricane Matthew and Hurricane Hermine.

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Cost of County staff to perform CEI and 25% match of funds for each application.


Action Requested and Recommendation:

Authorize the County Manager to sign and staff to submit the six grant applications to request funds from the Hazard Mitigation Grant Program for Hurricane Matthew and Hurricane Hermine.

Staff will submit the signed applications plus two copies through the Nassau County Emergency Management Office. Deadline for submittal for Hurricane Hermine application is postmarked by May 5th, 2017. Deadline for submittal for Hurricane Matthew application is postmarked by June 9th, 2017.
