Last year, the County, in conjunction with the Nassau County School District, JEA, Nassau County Fire Rescue, and Nassau County Sherriff’s Office, began the process of determining the demand for civic facilities within the East Nassau Community Planning Area (ENCPA) by creating the East Nassau Community Planning Area Civic Uses Map.
The map was created by converting residential and non-residential land uses to anticipated population and square footage allocations to arrive at the demand for different types of civic facilities including parks, schools, fire and ems, water and wastewater treatment plants. The facilities and associated acreages were established based on the adopted level of service standards defined in the 2030 Comprehensive Plan of Nassau County, requirements of the ENCPA Sector Plan, Long-Term Master Plan, and the expressed needs of the above referenced agencies and departments specifically to serve development within the ENCPA.
It is the expressed intent of both parties, County Staff and Terrapoint, to create a study that will have a lasting positive impact on the development of the ENCPA and will serve as a guide for planning the construction of public and civic facilities as development within the Sector Plan progresses. County Staff, through the County Manager, respectfully asks for the Board's permission to begin negotiating a memorandum of understanding to establish a timeline, scope and defined deliverables for the referenced study.
