Background:

CPA17-003 is a series of text amendments that will bring the County into compliance with all requirements of Ch. 163, F.S. It includes the following:

  • Add Policies to Coastal Management Element encouraging measures to reduce flood risks & participate in CRS (copied STM.04.06 from Public Facilities Element)
  • Amend Policy RC.01.10 re: interlocal agreements for airport zoning (County is in full compliance)
  • Add Policies to Future Land Use Element protecting ports & airports from encroachment (copied T.07.01 & 02 from Transportation Element)
  • Add Policy to Future Land Use Element protecting fuel terminals
  • Remove additional 25ft setback requirement from Policy FL.02.02
  • Add new Policy with definitions for Neighborhood, Community & Regional Parks- will match Impact Fee Ord. (2016)
  • Amend Policies FL.01.03, 04 &05 to match.

This amendment wouls also adopt the new William Burgess Mixed Use Activity Center Overlay District, and overlay district that will offer incentives for greater intensity and density for qualified mixed use development that will create compact, walkable urban development w/ multi-modal transportation options in the area around the intersection of Wiliam Burgess Blvd., US 17 and the CSX RR.

CPA17-003, Amending the Goals, Objectives, And Policies of the Coastal Management, Recreation And Open Space, Regional Coordination, Future Land Use, And Capital Improvements Elements; amending the Future Land Use Map Series (FLUMS); establishing the William Burgess Mixed Use Activity Center Overlay District.
