On January 23, 2017, Nassau County adopted the first phase of a significant overhaul to the County's subdivision regulations. On June 12, 2017, Nassau County adopted the second phase of the regulatory overhaul which addressed family subdivisions and other items. Now that the major revision are complete PEO staff, Engineering Staff and the County Attorney's office will be coming back to the PZB to consider several tweaks to the legislation that have been identified since adoption.
One of the major tweaks is related to the date by which Nassau County declares a parcel of land a Lot-of-Record. The issue is not related to the date itself, which corresponds to the January 23, 2017 adoption date, but rather the day-to-day implementation of the legislation. The issue revolves around the speed at which clerical personnel can determine the status of a parcel of land. Currently, the only means to make the determination is review each deed accompanying a building permit. This becomes problematic for numerous reasons.
As such, in discussions with the Property Appraiser's office, we were informed that on March 27, 2017 Nassau County captured a "snap-shot in time" of the existing tax roll. This snap shot is both in list and graphical form. Furthermore, the property Appraiser's office has the ability to place the "snap-shot" tax parcel map on the public GIS interface.
Staff is proposing to change the Lot-of-Record date from January 23, 2017 to March 27, 2017. This will allow clerical staff the ability to view the current tax parcel map side-by-side with the March 27, 2017 "snap-shot" tax parcel map on their individual computers. This will greatly assist clerical staff in processing applications and increasing accuracy. |
