Background:

Bids were opened on Wednesday, July 26, 2017 for the Bid Number NC17-016: Upgrade to the Facilities Management System at the Robert M. Foster Justice Center and Records Center the Historic Courthouse. Only one (1) bid was received from Facility Automation Solutions, Inc.

Total Bid Price received was $297,271.00; which included a 2 Year Preventative Maintenance Package.  We contacted the vendor and asked for bid price breakdown. (The department already has a budget figure for the existing systems preventative maintenance cost and this should not reflect the actual installation cost.)

Bid Price Breakdown:

HVAC Controls:  $66,549.00

Access Controls:  $89,806.00

Installation Cost:  $156,355.00

The 2 Year Service Contract :$140,916.00 = $70,458.00 annual cost.

The project cost has increased by $4,100.00; new project cost $156,475.00. A budget transfer has been prepared to provide the additional funds needed and will be submitted upon approval of the increase.

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Current Service Contract for Preventative Maintenance on the existing equipment is $67,103.00 the new annual cost for the service it $70,458.00; increase to future budget is $3,355.00 annually.

Action Requested and Recommendation:

Recommend the Board:

  1. Approve to increase Capital Improvement Project Funding for the Upgrade to the Facilities Management System to new total of $156,475.00;
  2. Award the Bid Number NC17-016: Upgrade to the Facilities Management System at the Robert M. Foster Judicial Center and Records Center the Historic Courthouse. to Facility Automation Solutions, Inc.,
