Item Title:Permission to Negotiate Continuing Engineering Services Contracts with Top Ranked Firms NC17-006

Background:

In March 2017, five (5) proposals were received in response to the Request for Qualifications for Continuing Contracts for Engineering Services, Bid NC17-006.  The Evaluation Committee, authorized by the County Manager, met on June 15, 2017 to score and rank the requests for qualifications for short-listing purposes.    On July 13, 2017 the Evaluation Committee received oral presentations from the top three short listed firms.  The committee recommends the Board of County Commissioners authorize negotiations with the top two ranked firms CPH, Inc. and Elton Alan, Inc.
