The Commission authorized moving forward with the Chester Road/Pages Dairy intersection and the resurfacing of Chester Road at the April 20th 2016 Commission Meeting. The budget for this improvement was $4,730,000.
As the design proceeded for the Chester Road/Pages Dairy intersection improvements and the Chester Road resurfacing, it was determined that to accommodate pedestrians and bicyclists through the intersection, it would be necessary to provide a closed drainage system, i.e., a curb and gutter section. Staff also recommended that the resurfacing of Chester Road be continued north to Blackrock Road. In order to accommodate these improvements an additional $3,915,000 was requested for this project. Due to financial constraints, this funding was not approved.
At this time, staff is requesting that the Commission approve Amendment Number 1 to the Contract with Connelly & Wicker to provide for the design of the improvements to Pages Dairy (already tentatively funded CIP discussion June 21, 2017), the design for the intersection improvements at Chester Road/Pages Dairy and the Chester Road resurfacing design for an additional $305,520. This will allow the design to be finished and permitted. . Staff would also recommend that the Commission authorize staff to reallocate funds within the project to fully fund the resurfacing of Chester Road. This total request of $520,520 would be reallocated within the approved budget of $4,730,000 for this project. This will allow the design for the intersection improvements to be completed and the resurfacing of Chester from Herron Isles north to Blackrock to be completed.

Staff recommends that the Board proceed forward with these projects as discussed above.
