Item Title:Resolution re Procedures for Special Events

Background:

Nassau County's Festival Ordinance only applies to events with 300 or more people in attendance. Additionally, organized athletic events are exempt from the Festival Ordinance however they are becoming more and more frequent and often contain 1,000+ participants.

 

A meeting was held with the County Manager's Office, County Attorney, Sheriff's Department, Fire Rescue & Risk Management to discuss the need for procedures for events falling outside the definition of a "festival" and it was determined that any event, regardless of size, could case added strain on police, fire rescue, roads, etc. and that event organizers need to coordinate with the Sheriff for traffic and crowd control, as well as fire/rescue for medical support.

 

The County Attorney's Office has drafted the attached Resolution creating procedures for special events and includes a Special Event Permit Application for the event organizer to fill out, as well as a sign-off sheet to be routed internally for review of the application. There will also be a $150 Special Event Permit Fee to offset costs related to the time it takes for staff to review the application and verify that all requirements have been met. This fee was determined utilizing one hour of review time and the hourly rate of each individual/department involved with reviewing the application.

Request:
Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, amending Resolution No. 2000-199, which established procedures for the permitting of Art Festivals, Parades, Fairs, and other Special Events on the State Highway System; providing for responsibility for traffic control; providing for assumption of liability; adopting a Special Event Permit Application for County Property Form; establishing a Permit Fee for the Special Event Permit Application; adopting a Special Event Permit Review Form; and providing an effective date.
