Item Title:Health/Dental/Vision Benefits for 2018

Background:
Nassau County currently offers four (4) medical plans through Florida Blue; HMO plan #46 as the base plan and two (2) buy up plans; HMO #60 and Blue Options #03769. The 4th plan is an HSA plan #01592(3).The County currently contributes  $1,200 into the employees HSA account for single coverage and $1,800 for dependent coverage. This is currently contributed per pay period. Nassau County currently offers through Florida Blue Dental DHMO and PPO Plans as well as Vision benefits.  Florida Blue is offering a renewal of Health Insurance with a 24% increase and Dental PPO with 8% increase.  The Dental DHMO and Vision Plan premiums will remain the same. 
Request:
Approve the Insurance Committee's recommendation to continue the current health, dental and vision plans with Florida Blue and increase the County's Health Savings Account contributions.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
There is a twenty-four percent (24%) increase in the medical premium to be shared among the County and the employees.
Action Requested and Recommendation:
The Insurance Committee voted and recommends that the BOCC approve renewing all the same Medical, Dental and Vision plans. They also recommended changing the annual HSA employee contributions to $1,500 for single coverage and $2,250 for dependent coverage, as well as making 50% of the contribution twice a year on the first (1st) pay period in January and the first (1st) pay period in July versus per payperiod. Employee must have completed their probationary period in order to receive the contribution. Human Resources requests approval to renew the Medical, Dental and Vision plans as stated above and make the changes to the HSA contributions.
