Item Title:Completion of School Board Portion of Wildlight Avenue & Curiosity Avenue

Background:

Wildlight Avenue has been constructed by Raydient and the Nassau County School Board.  The portion constructed by Raydient is part of the Market Street Office Site plat and is dedicated to Nassau County.  This portion was accepted by Nassau County as complete July 5, 2017 and has begun the 26-month maintenance period prior to Nassau County accepting maintenance responsibility.  The remainder of Wildlight Avenue and Curiosity Avenue has been constructed by the Nassau County School Board in conjunction with the construction of the new Wildlight Elementary School. The construction of these roads is complete and has been inspected by Nassau County and deemed to be acceptable. 

 

Outstanding issues on both roadways include bio-swales, roadway lighting and landscaping.  These remaining improvements are bonded, and do not impact the roadway construction or the ability to use the roadway.

 

The portions of Wildlight Avenue and Curiosity Avenue constructed by the School Board are still in School Board ownership.  Staff is recommending that the Board accept the roadway construction as complete, begin the 26-month maintenance period for these roadways with an effective date of September 19, 2017 subject to the School Board providing deeds and other information as determined by the County Attorney by November 23, 2017 for the County to take ownership of the roads.  Should this date not be met by the School Board, staff would recommend that the 26-month maintenance period begin on the date the documents are received and determined to be acceptable by the County Attorney. 

 


Request:
Consider acceptance of Wildlight Avenue and Curiosity Avenue and approve 26 month maintenance with an effective date of September 19, 2017, subject to the School Board providing deeds and other information as determined by the County Attorney by November 23, 2017.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The County will have maintenance responsibility of these roads upon completion of the 26-month maintenance period.  As these are newly constructed roads, impacts should be minimal for the next 10 to 15 years.    
Action Requested and Recommendation:
