Item Title:Ordinance Amending Purchasing Policy-Waiver of Compliance with 2 CFR 200.317-326 through September 30, 2018

Background:

The Board of County Commissioners approved Ordinance 2017-24 amending Ordinance 2009-09, known as the Purchasing Policy Ordinance, extending the compliance waiver through December 25, 2017 for compliance with 2 CFR 200 part 200.317-.326, Federal Awards Procurement Standards.  The Federal Regulation 2 CFR 200.110 three year waiver period has been clarified by Ms. Janell Smith, Attorney Advisor-FEMA/Procurement and Fiscal Law to be through September 30, 2018, three years after the County fiscal years beginning after December 25, 2014. The County must document the waiver decision in their procurement policies.


Request:
Set public hearing for Monday, December 11, 2017 at 6:00 p.m. for consideration of an Ordinance amending Ordinance 2009-09, as amended, known as the Purchasing Policy for Nassau County, Florida; amending Section 9, compliance with 2 Code of Federal Regulations (CFR) part 200.317 through 200.326 Procurement Standards for all Federal Awards extending compliance waiver through September 30, 2018.

Non compliance would jeopardize Federal Awards and Grants.
