Item Title:Villages of Woodbridge - Phase III

Background:

The Woodbridge PUD was established via Ordinance 2016-05. The PUD allowed for the development of 554 dwelling units to be comprised of single family detached homes in phases. It also established amenities, open spaces, buffers, a boat/RV storage area, building restrictions, landscaping, parking, sidewalks, trails, and other development standards and restrictions. Previous phases of the Villages of Woodbridge have approved 148 lots of the 554 total allowed lots. The Villages of Woodbridge Phase III proposes to develop 113 lots on approximately 44.05 acres within the Woodbridge PUD, amounting to a total of 261 lots. The companion site engineering plans (SP16-038) were approved on November 22, 2016. The preliminary plat was approved by the Development Review Committee on October 10, 2017.

 

The PUD has been reviewed for its consistency with the proposed plat. Upon review it was noticed there were a few incomplete requirements for the approved PUD. The inconsistencies are described below.  

 

In regards to the recreation facilities:

 

The county noted: The PUD requires the construction of recreation facilities (5 acres of active park sites) prior to the 215th certificate of occupancy. The approval of the Phase III plat will provide for 261 total lots, there were 113 CO’s issued as of July 2017. While the approval of this plat will exceed 215 building sites, this requirement has to do with the number of issued CO’s, and not with phases or number of approved plats. Recreation facilities will be reviewed by County staff for consistency with the PUD and other county regulations.

 

The agent for the development responded: The Development requires cumulative total of 5 acres of park sites within Woodbridge. The design of the recreation area (4.65 acre disc golf course) is included in the Phase IV design. Per the issued number of CO’s, the disc golf course must be constructed prior to the 69th CO in Phase III.

For recording purposes only, consider the final plat for Villages of Woodbridge - Phase III, filed by Woodbridge Nassau, LLC, owner, and McCranie & Associates, Inc., agent for owner, to construct one hundred and thirteen, (113) single family lots on approximately 44.05 acres. Property is zoned as Planned Unit Development (PUD) and is located off Woodbridge Parkway, at the terminus of Woodbridge Parkway, Fernandina Beach area. Staff recommends approval.

Police, fire, transportation, recreation, education and administrative impacts to be covered partially or wholly by impact fees/mobility fees/advalorem taxes.
