Item Title:SCOP, SCRAP, CIGP FY 2020/2021 Proposed Projects

Background:

Staff received the attached request from the Florida Department of Transportation (FDOT) for Small County Road Assistance Program (SCRAP), Small County Outreach Program (SCOP) and County Incentive Grant Program (CIGP).  FDOT is requesting that the County submit a total of three (3) projects and the Department will determine the appropriate funding. The SCOP program will require a 25% match, the CIGP requires a 50% match.  It should be noted that a project can be listed in more than one category to provide additional opportunities for funding.  Additionally, when the Commission approved the submittal for these requests in April 2012, it was determined that projects that did not receive funding would be the first projects to be submitted the following year.  We have attached the list of projects that were submitted last year as well as Tentative Five Year Work Program from FDOT.  Also attached are the criteria for the Small County Outreach Program (SCOP), Small County Road Assistance Program (SCRAP) and County Incentive Grant Program (CIGP) funding programs. 

The County will also need to rank the projects in priority

1.  Conner Road Paving – Pave the existing dirt road between CR2 and CR121.  Project length is 2.3 miles and the total estimated cost is $3,060,000.  (Submitted in 2016)

2.   Lessie Road – Resurface Lessie Road from CR108 to Middle Road.  Project       length is 7.5 miles and the total estimated cost is $1,900,000.  (Submitted 2013)

3.   Christian Way Extension – New roadway construction which will extend       Christian Way from License Road to the Amelia Concourse (Loop Road Phase 2).           Project length is .6 miles and the total estimated cost is $2,365,000.  (Submitted            2013)

Request:

Discuss projects recommended by staff to be submitted to the Florida Department of Transpotattion for the Small County Outreach Program (SCOP), Small County Road Assistance Program (SCRAP) and the County Incentive Grant Program (CIGP).

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Paving dirt roads will reduce the maintenance cost of those roads, resurfacing roadways is maintenance that also must be done to avoid having to use very costly reconstruction such as was required for Blackrock Road.   


Action Requested and Recommendation:
 

Discussion of the projects recommended by staff to be submitted to FDOT for the SCOP, SCRAP and CIGP programs and approval to submit the projects listed and ranked and authorize staff to submit the projects to FDOT.
