Item Title:	Resolution re: Texting While Driving

Background:
The Board received a letter from the Florida House of Representatives which requested them to adopt a Resolution urging the Florida Legislature to enact legislation that would make texting while driving a primary offense. The Board directed the County Manager to contact the Sheriff, City of Fernandina Beach Police Department, Representative Cord Byrd and Senator Aaron Bean to find out their views on this issue. The Board discussed this issue at the August 16th, October 9th and October 18th meetings and directed staff to bring back a Resolution for the Board's consideration.
