Item Title:FDEP Contract for SAISSA for Monitoring, Design, Permitting, and Construction Expenditures

Background:

The State of Florida appropriates Cost-sharing Grants pursuant to the Local Government Funding Assistance Program for some monitoring, design, permitting and construction expenditures.  Our current Agreement 16NA1-A1 will expire March 31, 2017.  In order to secure additional cost-sharing, the State of Florida requires the execution of a new Agreement, 17NA1. 


Request:
Continue discussion of the Standard Grant Agreement with the State of Florida, Department of Environmental Protection for monitoring, design, permitting and construction expenditures for the South Amelia Island Shore Stabilization (SAISSA) Project.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

This new Agreement contracts for funds appropriated by the Legislature in both 2016 and 2017.  The grant includes State Cost-share funds for physical and shorebird monitoring reimbursements up to $132,069.60 and for design and permitting reimbursements up to $312,062.40.  These two amounts total $444,132. In both categories, monitoring and design/permitting, some of the Cost-sharing reimbursements are for tasks already approved by the Commission and either completed or underway.  The grant also includes future tasks that will be recommended by SAISSA over the next months as the permitting and design process continues. The State Cost-sharing dollars match the Non-Ad Valorem dollars raised through the SAISS-MSBU Assessments and No Ad Valorem Tax revenues are used for the SAISS Project.


Action Requested and Recommendation:
