Item Title:Roadscape North Florida, Inc.

Background:
County staff provided a letter to Roadscape North Florida, Inc., notifying them that the County had been notified by Swarco Industries, that Roadscape had failed to provide payment to Swarco for pavement markings related to County Bid No. NC16-005.  Per the contract (CM2300) (copy attached), Section 17 provides that "the vendor shall maintain adequate records to justify all charges, expenses, and costs incurred in performing the work for at least three years after completion of the project.  The County and the Clerk shall have access to all such books, records and documents required by this provision for purpose of inspection or audit during normal business hours, at the county's or clerk's cost, upon five days written notice."   Notification was provided to Roadscape on September 28 (copy attached) to request that they provide the requested records not later than October 5, 2017.  To date, the records have not been provided nor has a response from the company been provided as to those records.    The County Attorney wrote a letter to Roadscape North Florida dated December 11, 2017 (copy attached) advising that the county is of the opinion that the company is in breach of the contract for failure to provide the records, and further, that a recommendation would be made to the Board regarding the matter at their December 20, 2017 Board meeting.
