In December of 2017, Nassau County adopted the William Burgess District (WBD) Vision Book as the implementation vehicle of Comprehensive Plan Policy FL.02.05, the William Burgess Mixed-use Activity Center Overlay District (a link to the WBD Vision Book is provided below). As part of the analysis conducted in the creation of the WBD, consensus was reached that extending William Burgess Blvd east from US Hwy 17 to Miner Road was a critical component of the mobility network in Nassau County. The extension of William Burgess Blvd. from US Hwy 17 to Miner Road provides for a paralleling corridor south of SR200/A1A.
Realizing the integral nature of the William Burgess Blvd. extension, Nassau County commenced the process of securing the right-of-way necessary to facilitate road construction. At this point, the following has occurred:
- Through Senator Bean and Representative Byrd, the State of Florida allocated $1,000,000 towards ROW acquisition and roadway design.
- Ongoing and productive conversations have been made with JEA and SEDA Construction Company to secure ROW to facilitate roadway construction.
- An appraisal has been performed to provide the land value for the acquisition of ROW from SEDA Construction Company. The final appraisal is attached hereto and has valued the land at $538,000.
- JEA representatives, using Nassau County Property Appraiser data, have estimated the value of the ROW under JEA's control to be approximately $64,000.
Staff requests that the Board authorize the County Manager and appropriate staff to move forward with acquiring the right-of-way (ROW) necessary for the extension of William Burgess Blvd from US Hwy 17 to Miner Road, including specific identification of what percentage of the $1,000,000 allocated through the State appropriations for this project are to be utilized for ROW acquisition.
