Item Title:Recommendation for Award- NC18-004 Fire Station 71 Design/Build

Background:

Background:  On May 30, 2018, three (3) proposals were received in response to the Request for Proposal (RFP) No. NC18-004.  The Bid Opening was held on May 31, 2018 (minutes attached as Tab A) at which time the Cost Proposals were opened.    The proposals were then ranked with C.C. Borden Construction, Inc. being the lowest at $2,885,511.00, Pond being the second lowest at $3,365,262.00 and ACON Construction being the highest at $3,562,270.00.  The Evaluation Committee met on June 1, 2018 to evaluate the lowest bidder, C.C. Borden Construction, Inc., and to confirm that the bidder meets the criteria set forth in the RFP.  Since all proposals received, exceeded the budgeted amount for the project, the Evaluation Committee unanimously decided to postpone the evaluation until the County Attorney had the opportunity to review the proposals.  On July 17, 2018, the Evaluation Committee, Justin Stankiewicz, Brady Rigdon and Billy Stonebreaker, met to evaluate C.C. Borden Construction, Inc.  The Evaluation Committee found that C.C. Borden Construction, Inc. met the criteria set forth in the RFP (Technical Evaluation Scoresheet attached as Tab B).  At that time, it was recommended by the Evaluation Committee that the award be given to C.C. Borden Construction, Inc. pending Board approval.  On July 31, 2018, a correspondence (See Tab C) was received from C.C. Borden Construction, Inc. requesting an additional $132,500.00 be added to the original proposed amount for a total of $3,018,011.00 due to a design calculation error.  After some discussion, the Evaluation Committee and the County Attorney recommend the award still be given to C.C. Borden Construction, Inc. and the additional amount requested be reflected in the contract total, pending Board approval.

As a result of the Evaluation Committee’s final evaluation, the Committee is recommending the award go to CC Borden Construction, Inc. subject to approval and review of contract language by Interim County Manager and final Board approval.

 

Note:  The RFP document, proposal submitted by the above referenced firm and the individual scoring by the Evaluation Committee are available for review upon request to Contract Management. Additionally, proof of advertising and Demandstar distribution of RFP is available for review upon request from Contract Management.

Request:

Consider the following: 1) approve the Evaluation Committee's Technical Evaluation for the Request for Proposals (RFPs) received in response to Bid No. NC18-004, Fire Station 71 Design/Build; 2) award bid to top ranked firm, C.C. Borden Construction, Inc., in the amount of $3,018,011; and 3) authorize the Chairman to sign Contract No. CM2573. 

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

The financial and economic impact is to be determined. The addition of Fire Station 71 will provide more emergency response coverage to the citizens of Nassau County.

Action Requested and Recommendation:

Consideration and approval from Board, of the Evaluation Committee’s Technical Evaluation for the RFP NC18-004 Fire Station 71 Design/Build and to recommend award of contract, including additional amount requested, to the top ranked firm, C.C. Borden Construction, Inc.
