Item Title:Recommendation to Award- Disaster Debris Management (Removal Services)

Background:

On June 20, 2018, eight (8) proposals were received in response to the Request for Proposals for Disaster Debris Management (Removal Services) (Bid NC18-014) –(See Tab “A”). The Evaluation Committee consisting of Justin Stankiewicz, Becky Bray, Brady Rigdon, and Billy Estep met on July 20, 2018 to short list six firms (See Tab B and C) based on their criteria scoring listed in the RFP. Those firms chosen were (in ranking order) 1) Phillips & Jordan Inc., 2) Bergeron Emergency Services, 3) CrowderGulf, 4) Ceres Environmental Services, 5) JB Coxwell, 6) D&J Enterprises. Emergency Management wanted to have a greater number of firms on contract should Nassau County encounter an event requiring these services.

As a result of the Evaluation Committee’s proposal evaluation, the Committee recommends proceeding with contracts with the top six ranked firms as listed in the table above. There is no cost to the County for these contracts unless we have an event and activate these services in the aftermath. The Evaluation Committee recommends contacting the firms in order of their ranking in the event of activation

 

Note:  The RFP document, proposal submitted by the above referenced firm and the individual scoring by the Evaluation Committee are available for review upon request to Contract Management. Additionally, proof of advertising and Demandstar distribution of RFP is available for review upon request from Contract Management.

Award Bid No. NC18-014 for Disaster Debris Management (Removal Services) to top six ranked organizations based on committee's review and authorize the Chairman to sign associated contracts as follows: 1) Contract No. CM2581 with Phillips & Jordan, Inc.; 2) Contract No. CM2582 with Bergeron Emergency Services, LLC; 3) Contract No. CM2583 with Crowder Gulf; 4) Contract No. CM2584 with Ceres Environmental Services, Inc.; 5) Contract No. CM2585 with J.B. Coxwell Contracting, Inc.; 6) Contract No. CM2586 with D&J Enterprises, Inc.
