Background:

The Summer Beach Development of Regional Impact (DRI) was approved in 1985.  This application concerns Parcel D-1, a 3.21 acre parcel located at the intersection of First Coast Highway and Julia Street. The current development program for Parcel D-1 was added to the DRI by the 16th amendment to the Development Order (Resolution 2005-75), allowing mixed-use development of up to 25,000 square feet of commercial office space and 16 residential units (reallocated from Parcel A-6).

This proposed change to the Summer Beach DRI Development Order would allow an alternative development plan of 20 multi-family residential (including townhouses or duplex) with no commercial development. This would utilized the 16 units previously allocated to Parcel D-1 in 2007 and add four additional residential units to be re-allocated from Parcel N-1. No additional units would be added to the DRI.

Note: Parcel N-1 (The Enclave at Summer Beach Phase 1) has been allocated 100 residential units (see Reso. 2004-32). The replat of The Enclave Phase 1 will included 69 lots/units.

The applicant has asked for a continuance of this item to a later hearing date in order to complete revisions to the associated Final Development Plan ( Application FD18-006) for Parcel D-1 and have it heard concurrent with this application and Small-scale FLUM amendment application CPA18-008.

Consider NOPC18-001, for amendment to the Development Order For The Summer Beach Development Of Regional Impact (DRI); specifically amending the Development Order to a previously approved Development Of Regional Impact pursuant to a notification filed by Artisan Homes, LLC; Providing for up to Twenty (20) Multi-Family Residential Units On Parcel D-1. (Note: applicant has requested continuance to a future date)
