Item Title:Health Department Fee Schedule

Background:

Chapter 154, F.S., authorizes Nassau County Health Department to establish and collect reasonable fees, as approved by the Board of County Commissioners.  Fees for personal health and environmental health services were first established in 1987.  In 1991, fees for personal health services were set at the Medicaid reimbursement rate.  In 1996, adjustments were made to fees for environmental health services that were not covered by Florida Statute, and a fee was established for the Car Seat Program.  The Nassau County Health Department Dental Clinic opened in 1997.  Fees for dental services were established based on the Medicaid reimbursement rates.  In 2001, fees for personal health services were revised and based on Medicare reimbursement rates.  Additionally, several Environmental Health fees were adjusted to offset increased costs of providing services.  In 2010, Amended fee schedule for Environmental Health that provided for cost recovery in administering State inspection programs; fees for a water laboratory program which had capabilities for testing of residential or commercial well water, public and private utilities; amended fee schedule to increase copies of Birth by $5 each and Death certificate fees by $3.00 each; amended fee schedules to provide for client services as indicated for Nutritional Services, Community Health Education, Adult Immunization, Medical (Clinic) and Dental (Clinic) Services, (Note: all personal health clinical services are on a sliding scale dependent upon self declaration of income)


Request:
Approve the amended Fee Schedule for Health Department services beginning January 1, 2019.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

No financial/economic/budgetary impact to Nassau County.  Will have an minimal impact on citizens who pay these fees; however, fees will align more closely with other health departments throughout NE FL region.

Action Requested and Recommendation:

Approve the following for fee implementation on January 1, 2019  (Please see the attached fee schedule):

           

  • Amended fee schedule to establish fees for Environmental Health that provide for cost recovery in administering State inspection programs.
  • Proposed Environmental Health fees for a water laboratory program which will have capabilities for testing of residential or commercial well water, public and private utilities
  • Proposed fee for Comprehensive Emergency Management Plan Reviews for Home Health Aids, Home Health Equipment, Hospice and Nurse Registry.   Initial Fee $110 and reevaluation fee  $50.
  • Amended fee schedule to increase birth certificate by  $3 and copies to from $5 to $15.   Death certificate fees to increase by $3.00 each.  (These fees have not increased for eight 8 years)
  • Amended fee schedule to provide for client services as indicated for Nutritional Services, Community Health Education, Adult Immunization, Medical (Clinic) and Dental (Clinic) Services, (Note: all personal health clinical services are on a sliding scale dependent upon self declaration of income)
