Item Title:Approval to Start Discussions/Negotiations with land owner for Additional Right of Way (ROW) for Corner Clip of Chester Road and Courtney Isles Way and along Chester Road

Background:
The approved Nassau County Capital Improvement Program includes a project to improve the intersection at Chester Road and Pages Dairy Road. This project is proposed to tie in at David Hallman Parkway and the Home Depot driveway, and includes adding sidewalks and gutters, bike lanes and turn lanes. Therefore, additional ROW will be needed at the corner clip of Chester Road and Courtney Isles Way and along Chester Road to the RR tracks.
Request:
Authorize staff to begin discussions/negotiations with land owner for additional Right of Way (ROW) for property at Chester Road and Courtney Isles Way and along Chester Road.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
County can design the intersection improvements, as recommended.
Action Requested and Recommendation:

Authorize Interim County Manager to determine if a negotiation team is needed and begin discussions on the acquisition of the additional ROW at Chester Road and Courtney Isles Way.
