Item Title:New Position Request for Solid Waste

Background:
On November 16, 2018, a meeting was held to discuss additional staffing needs within the Solid Waste Department.  In attendance was Mike Mullin, Interim County Manager/County Attorney, Becky Bray, Public Works Director, Ashley Metz, HR Director, Tina Keiter, Employee Services Coordinator, Ronnie Burris, Local 630 Rep, Carmine Marino, Heavy Equipment Operator, and Lyn Diden, Solid Waste Foreman.  In this meeting, it was determined, in order for employees to use their accrued leave appropriately, that an additional Convenience Center Closure Operator is needed for increased department coverage.
Request:
Consider the following: 1) approve a request to add a new Convenience Center Closure Operator for the Solid Waste Department; and 2) approve and authorize the Chairman to sign a Budget Transfer to provide estimated funding for salaries and benefits for remainder of the Fiscal Year. Funding Source: Reserves for Contingencies 01999599-599001.

Funding for position will be a recurring expenditure.
Action Requested and Recommendation:
1) Consider request from the Solid Waste Department to add a new position of Convenience Center Closure Operator; 2) Approve attached budget transfer to provide estimated funding for salaries and benefits for remainder of the year.
