The drop off recycling center that is currently at Bailey Road is to be relocated at the developer's expense as part of the agreement (CM2247) for the Bailey Road Maintenance Yard land swap wit the Commercial Range of Amelia. Staff explored numerous locations on the east side of the County that might be used for the recycle center, and is seeking direction from the Board concerning the site being relocated.
Florida Statute requires the county provide citizens with the opportunity to recycle. The site will need to be suitable to provide ADA accessibility. Before the recycle center was opened at Bailey Road Maintenance yard, it was at Burney Park. This location was not suitable as most of the recyclable materials were contaminated with garbage or items that could not be recycled. Moving the recycling location to Bailey Yard resulted in far less contamination of the recyclable materials.
Staff would like the Board to consider the following options:
1.Temporarily move the recycle center to the Yulee Maintenance Yard until a permanent location can be determined and constructed.
2.Relocate the Bailey Road recycle center to the closed Lofton Creek Landfill site at the end of License Road.
3.Ask the developer to escrow the cost for relocation and construction until a site that is closer to Fernandina Beach is available.
4.Use only the Goodbread Road recycle center until an additional location can be determined and constructed.
