Item Title:FDOT LAP Agreement for CR 108 Safety Improvements

Background:

Public Works has requested funding from FDOT Local Agency Program (LAP) for the management of the design phase of safety improvements to County Road 108 from County Road 115 (Bay Road) to County Road 121A (Middle Road). The improvements are to include a friction course and milling of the existing pavement, RPMs and oversized signage with reflective strips and thermoplastic markings on the edge lines and center lines. FDOT is agreeing to a maximum participation in the project of $825,286. This is phase two of safety improvements for CR108.  The LAP agreement will reimburse Nassau County for the design phase to bid and award a contract for the design consultant and manage the design phase.  This agreement anticipates that all work will be completed by December 31, 2020.  Nassau County is in compliance with the regulations set forth in the attached agreement.

 

It is recommended that the BOCC authorize the Chairman to sign the FDOT LAP  agreement and authorize Engineering Services staff to utilize the DocuSign program to electronically sign on behalf of the Chairman.

Request:
Consider the following: 1) approve a Resolution authorizing the execution of the agreement between the State of Florida Department of Transportation and the Board of County Commissioners of Nassau County, Florida, for project management of design for safety improvements on County Road 108 from County Road 115 (Bay Road) to County Road 121A (Middle Road); and 2) authorize Engineering Services staff to utilize FDOT's  DocuSign program to electronically sign Contract No. CM2656 on behalf of the Chairman.

1.  Approve the attached Resolution and authorize the Chairman to sign the Resolution to execute the LAP Agreement (CM 2656) for the project design for safety improvements on CR 108 from CR 115 (Bay Road) to CR 121A (Middle Road).

 

2.  Authorize Engineering Services staff to utilize the DocuSign program to electronically sign on behalf of the Chairman.
