Item Title:Resolution Establishing Fees for Classification of Waste Materials Accepted

Background:

The Nassau County Convenience Recycle Center, located at 46026 Landfill Road in Callahan was established in 2009 after closing the landfill.  At that time Resolution No. 2009-169 was approved by the Board of County Commissioners establishing that residential waste delivered to the Recycle Center by Nassau County residents would be accepted, and Exhibit A of the resolution established the types of waste that would be accepted and the fees that would be charged to the residents for the use of the recycle center.

 

In 2010 Resolution No. 2010-141 was approved by the Board of County Commissioners, replacing Resolution No. 2009-169.  The new Resolution specified that residential construction and demolition debris would not be accepted, and Exhibit A of the resolution established that there would not be any fees for residential waste delivered to the Recycle Center by Nassau County residents.

 

The Recycle Center has seen a significant increase in residential use, and larger loads are being hauled in to the center in trucks and trailers.  Nassau County currently pays Camden County Landfill $24.36 per ton, and the number of tons each year continues to increase.

Staff would like the Board to consider limiting the size of loads accepted at the Recycle Center.  For the Board’s reference, photos of trailer loads are attached.  The larger loads will fill one of the Recycle Center’s 20-yard bins and will weigh approximately 4 tons.  Once the bin is full staff hauls it to the Camden County landfill and space for household residential waste becomes temporarily unavailable. An example of acceptable loads may include the following:

 

·         Bagged Household Trash

·         Pickup Trucks with pickup beds not larger than 6 x 8

·         5 x 8 and 6 x 10 One axel trailer with no extended sides 

·         White Goods (Refrigerators, Stove, Dishwasher etc.)

·         4 passenger car/pickup truck tires per household per year (Max size           P265/75R16)

·         Scrap Metals and all Recyclables

           

Establishing the size of loads is expected to cut down the amount of waste that is transported to Camden County and keep the cost for disposal within budget.  Currently the tipping fee at Camden County Landfill is $24.36 per ton, and Nassau County transports an average of 113 tons of household waste to the landfill in Camden County each month.
