Background:

Background:  On February 19, 2019, one (1) proposal was received in response to the Request for Qualifications for Professional Engineering Services Solid Waste Landfills and Other Related Ancillary Facilities, Bid No. NC19-001 (see Tab A).  The Evaluation Committee, consisting of Chris Lacambra, Becky Diden, Robert Companion and Edward Diden, met on March 1, 2019 to evaluate/score and rank the proposal for short-listing purposes (See Tab B).  The results are as follows:

As a result of the Evaluation Committee’s final scoring, the Committee is recommending the award go to S2L, Incorporated.

 

Note:  The RFQ document, proposal submitted by the above referenced firm and the individual scoring by the Evaluation Committee are available for review upon request to Contract Management. Additionally, proof of advertising and Demandstar distribution of RFQ is available for review upon request from Contract Management.

Request:
Approve the Evaluation Committee's scoring and recommendation for Request for Qualifications (RFQs) received in response to Bid No. NC19-001, Professional Engineering Services Solid Waste Landfills and Other Related Ancillary Facilities; and authorize staff to begin contract negotiations with the top ranked firm, S2L, Incorporated.

Action Requested and Recommendation:

Consideration and approval of the Evaluation Committee’s scoring and ranking for the RFQ for Professional Engineering Services Solid Waste Landfills and Other Related Ancillary Facilities, Bid No. NC19-001 and authorize a committee to conduct negotiations with the top ranked firm, S2L, Incorporated, and make a recommendation to the Board to enter into a final contract.

 

The negotiation committee will consist of Chris Lacambra, Financial Management and Budget Analyst, Becky Diden, Administrative Specialist II, Robert Companion, Engineer II and Edward Diden, Landfill Foreman.
