Background:

This amendment proposes an expansion of the William Burgess Mixed-use Activity Center Overlay District (WBD), which was originally adopted in Policy FL.02.05, the by the Board of County Commissioners on December 11, 2017. Designated graphically in Future Land Use Map Series Map FLUMS-10, this overlay included approximately 300 acres centered around a future rail station along the CSX rail line. The overlay uses transects to determine the highest and best use of a parcel to encourage multi-use development, better transportation connectivity, and passive and active recreation through the inclusion of multi-use trail networks and parks.

The purpose of this amendment is to amend Policy FL.02.05 and Map FLUMS-10 to expand this area, encouraging good growth through the use of transects suitable for their area, incorporating design standards, a unified signage and lighting plan, focusing on active and passive recreation, inclusion of schools and public facilities, and creating mixed-use nodal development within the district so that people can ultimately live, work, and play in the William Burgess District.

The expanded WBD will encompass the lands east of I-95, south of State Road 200, West of US-17, and north of the Nassau River. It is based on nodal village centers mimicking the aesthetics and historical significance for their respective areas, in conjunction with appropriate uses around those nodes.  

It is the intent of the County to adopt a regulation plan by reference into the Land Development Code concurrently with the adoption of the expanded overlay district. This document, also known as the William Burgess Context & Connectivity Blueprint, will control development within the WBD.

This is the first of two public hearings scheduled for this amendment.
Request:

First public hearing to consider CPA19-002, an Ordinance amending the 2030 Nassau County Comprehensive Plan; amending the Future Lane Use Element; amending the Future Land Use Map Series (FLUMS) map FLUMS-10, amending the William Burgess Mixed Use Activity Center Overlay District; providing for severability; and providing an effective date. Staff recommends approval. (Second public hearing is scheduled for July 8, 2019 at 6:00 p.m.)
