Item Title:Florida Governmental Utility Authority Management Services Proposal

Background:

The Florida Governmental Utility Authority (FGUA) is a legal entity and public body formed under chapter 163, Florida Statutes pursuant to an interlocal agreement between several counties.   

FGUA has submitted a proposal and associated interlocal agreement to provide management services for the Nassau Amelia Utilities, the County's water & wastewater utility, located on the South end of Amelia Island.  The proposed scope of services includes management oversight, operational and capital resource planning, regulatory compliance, system reliability and recommendations for the overall long-term sustainability of the utility.

Request:
Discuss/consider the Interlocal Agreement with Florida Governmental Utility Authority (FGUA) relating to the provision of utility services to the Nassau County Amelia Utility (NAU) Water and Wastewater Utility System; and approve associated Budget Transfer for the 2018-2019 professional services expense.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
Fee for basic services is $30,000 monthly for 40 hours per week of dedicated support, for a total of $360,000 for the 12 month term of the agreement.  Initial review of the current financials has uncovered roughly $80,000 in potential operational savings to offset, bringing the annual net cost of the proposal to $280,000.
Action Requested and Recommendation:
1)Consider the FGUA proposal as submitted and authorize the chair to sign the associated interlocal agreement.  2)Approve associated budget transfer for the 2018-19 professional services expense.
