Item Title:Recommend rescinding the April 22, 2019 approval of the RFP's for Beach Cleaning, Trash Removal and Restroom Cleaning. Requesting the Boards direction on additional recommendations.

Background:

On the April 22, 2019 meeting Tab N: the Board Approved the (3) Bid documents for Request for Proposals for Beach Cleaning.  We wish to rescind the approval and ask for the Board clarification on the following items: 

  • Trash Cans on the Beach: Will the County continue have trash cans on the Nassau County Beaches? If so, request to establish a schedule of the frequency of Trash removal.
  • Current frequency scheduled for Restroom Cleaning is once per day: Recommend to require the Vendor to be on Staff from 7:00 AM -7:00 PM to perform a rotation frequency of approximately every three hours for restroom cleaning. 
  • Leave No Trace collection: The City Beaches have a Leave No Trace Collection at 4:00 AM; Department recommends to establish Leave No Trace Collection be a 12:00 AM (midnight) for Nassau County Beaches.
  • Vendor Qualifications: Ask the Board to clarify the Vendor Qualifications.
Request:
Consider rescinding the April 22, 2019 approval of the Request for Proposals for Beach Cleaning, Trash Removal and Restroom Cleaning; and discuss/receive Board direction.

Recommend the Board:

  • Motion to rescind the April 22, 2019 approval of the (3) Bid documents for Request for Proposals for Beach Cleaning.
  • Determine if the Trash Cans will remain on Nassau County Beaches,if so a frequency schedule for emptying of Trash Cans.
  • Approval to add the requirement of the Vendor to be on Staff from 7:00 AM -7:00 PM to perform a rotation frequency of approximately every three hours for restroom cleaning.
  • Recommends approval to establish a Leave No Trace Collection be a 12:00 PM for Nassau County Beaches.
  • Recommend the Board Clarify Vendor Qualifications.
  • Boards Approve to move forward with the Invitation to Bid for the Beach Cleaning, Trash Removal and Restroom Cleaning
