Item Title:Approval to Execute Agreement with Army Corps of Engineers for Thomas Creek Watershed

Background:

On September 10, 2018 the Board of County Commissioners authorized the Chairman to sign a letter to the US Army Corps of Engineers requesting a Planning Assistance to States (PAS) Study to help determine a solution to flooding issues at Thomas Creek.  The grant agreement has been received and will assist Nassau County in the identification of long-term structural and nonstructural flood risk management measures to alleviate flooding associated with Thomas Creek.  The study is estimated to take 12 to 18 months to complete and is fully funded through U. S. Corps of Army Engineers.  In kind services and materials to support the study will be provided by staff.

Request:
Authorize the Chairman to sign the Certificate of Authority, the Agreement with the Army Corps of Engineers, Contract No. CM2721; and the Certification Regarding Lobbying for a Planning Assistance to States (PAS) Program Study for Thomas Creek.

Action Requested and Recommendation:

1.  Authorize the Chairman to sign the Certificate of Authority.

2.  Approve the grant agreement CM 2721 and authorize the Chairman to sign the agreement with the Department of the Army for a Planning Assistance to States (PAS) Study at Thomas Creek.

 3.  Authorize the Chairman to sign the Certification Regarding Lobbying.
