Item Title:Annual Capital Improvement Plan adoption

Background:
In accordance with Financial Policies - Capital Improvement Policy 5.6, a five-year Capital Improvement Plan (CIP) will be developed and adopted by resolution of the Board of County Commissioners.  The CIP FY18-19 2022/2023 was incorporated with the adopted budget.  The mid CIP review was presented and adopted by Resolution at the Board Meeting of April 22, 2019.
Request:
Approve a Resolution adopting the Five-Year Capital Improvement Plan (CIP) in compliance with adopted Financial Policies, Section V, Capital Improvement Policy 5.6 of Resolution 2016-131, as amended, and pursuant to the Impact Fee Ordinance, Ordinance 87-17, as amended, extending for three years the date to refund impact fees shown as a funding source for projects in the first three years of the CIP; providing for an effective date.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The Capital Improvement Plan provides fiscal and operational strategic planning necessary for sound financial practices incorporating the development and capital maintenance of necessary infrastructure.
Action Requested and Recommendation:
