Item Title:Authorize Negotiations with CDM Smith for Professional Engineering Construction Inspection

Background:

On July 24, 2019 five bids (NC19-021) were received for Professional Engineering Services for CR 115 Roadway improvements.  The bids were opened on July 25, 2019, and the results were evaluated/scored and ranked (see attached score sheets).

The evaluation committee met on August 13th to formulate a recommendation and the consensus of the committee was to recommend the top ranked firm of CDM Smith (see attached meeting notes) and request the Board approve the ranking and authorize negotiations with CDM Smith.

Request:
Approve the Evaluation Committee's final scoring and ranking of proposals received for Professional Engineering Services for the County Road 115 Improvements Project; and authorize staff to begin negotiations with the top ranked firm, CDM Smith and to bring back a contract for Board approval.

1.  Consideration and approval of the Evaluation Committee's final scoring and ranking of the proposals for Professional Engineering Services for CR 115 resurfacing improvements.
