Allison Lands, Inc. owns 36.21 acres of vacant land on River Bluff Drive in Hilliard, Florida. The property has 450 linear feet of frontage along the St. Marys River with mature hard-wood trees and native vegetation. In addition to being aesthetically pleasing, the property has historical significance as it once contained the "little mill" owned by Jackson and William Mizell in 1870, as well as the docking facilities for the ships which carried finished products around the world.
For several months, staff has been working with Bob Allison on behalf Allison Lands, Inc., for potential acquisition of the property. An appraisal was conducted by Colliers International Valuation & Advisory Services on or about November 11, 2019 and it was determined that the As-Is Market Value of the property as of November 11, 2019 is $950,000.00. Bob Allison on behalf of Allison Lands, Inc. has expressed a desire for the property to remain in the public trust in perpetuity. The County is interested in acquiring the property to build a regional park and desires to enter into negations to acquire the property.
Staff is seeking permission from the Board to allow the County Manager, Assistant County Manager, Public Works Director, and OMB Director to form a committee to enter into negotiations for acquisition of the property. Results of the negotiations will be brought back to the Board to consider entering into a sales and purchase agreement.
