Background:

The Board of County Commissioners received two Resilience Planning Grant awards from the Florida Department of Environmental Protection in 2018 and 2019 to conduct a Countywide Vulnerability Assessment. A vulnerability assessment reviews future exposure to existing developed areas and future areas of development, financial exposure, and risks to significant environmental and cultural resources. The Countywide Vulnerability Assessment conducted by the Balmoral Group is a set of geographic information system (GIS)-based data that can be used to inform growth management and planning policy and Countywide decision-making in future infrastructure plans.

Phase I of the assessment under the first grant award evaluated the areas east of I-95 to the Shave Bridge and the areas west of I-95 south of SR200/301, and Phase II of the assessment under the second grant award evaluated Amelia Island and the areas west of I-95 north of SR200/301. Both phases of the Nassau County Vulnerability Assessment evaluated vulnerabilities from changes in water occurrence over time, storm surge, and sea level rise in relationship to various factors such as socioeconomic and demographic data, infrastructure, economics, and cultural resources.

The Nassau County Vulnerability Assessment can be used in evaluating and setting policies in Nassau County regarding growth management, planning, infrastructure siting, emergency management, and resiliency. An acceptance of the two phases of the Vulnerability Assessment will enable the County to utilize the findings in evaluating and setting policies in Nassau County to ensure a safe and resilient community moving into the future.
