Item Title:US Fish and Wildlife Grant for Funding Beach Habitat Conservation Plan

Background:

The County and City have been working together on creation of a Beach Habitat Conservation Plan (HCP) for protection of State and Federal endangered species including three species of nesting sea turtles, two threatened shorebirds and other migratory and resident shorebirds.

The City of Fernandina sought Request for Proposals for completion of the HCP. The RFP has not yet been awarded. .However the City has since been able to identify grant funding through the U.S. Fish and Wildlife Conservation Service who would provide 75% of the $179,500 needed for the Plan. The Florida Fish & Wildlife Commission (FWC) has also offered to provide $11,000 of the 25% match, leaving the County and City portion of $34,875 to be split equally. ($17,437.50 each).  By executing this grant agreement, a $17,437.50 investment by the County will provide a return of $179,500.00 in services.

 

The Florida Fish & Wildlife Commission will submit the application to the U.S. Fish and Wildlife Conservation Service, however they would like confirmation from both the City and County that they are authorizing the FWC submitting the application. Attached is a Resolution authorizing its submittal and confirming the County's cost share of $17,437.50. A complete grant application is attached for informational purposed and it will be routed internally for review in compliance with the County's policy and procedures. Additionally, a Memorandum of Understanding outlining each entity's responsibilities will be routed and approved in compliance with the County's Purchasing Policy.

 

Request:
Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, authorizing the submittal of one Habitat Conservation Planning (HCP) Assistance Grant to the U.S. Fish and Wildlife Conservation Commission Cooperative Endangered Species Conservation Fund; authorize a cost-sharing partnership between the Florida Fish and Wildlife Conservation Commission (FWC), Nassau County (County) and the City of Fernandina Beach City Commission (City); and providing for an effective date.
