Item Title:Historic Structure Report for Evans' Rendezvous Grant Application

Background:

The Nassau County Planning and Economic Opportunity Department applied for a National Park Service grant in 2019 to complete a historic structure report for Evans' Rendezvous in American Beach. The grant award is for $28,180 and does not require a match from the County.

In 2004, the County acquired the Evans' Rendezvous property through a partnership with the Trust for Public Land and the State of Florida. In 2018, County staff and several members of the American Beach community formed the Evans' Rendezvous Task Force.

The Task Force determined that the next best step was to proceed with architectural and engineering construction documents. These documents would be accompanied by a proposed phasing schedule of improvements and associated costs. In 2019, the County applied for a National Trust for Historic Preservation grant for this project, but was not successful. In the meantime, it was recognized and suggested by our local National Park Service partners, who own the Nana Dune property in the vicinity of the Evans Rendezvous, that another important first step is having a historic structure report, which will better inform development of architecture and engineering documents, completed for the property.

The County applied for the National Trust for Historic Preservation grant again in 2020 for the architecture and engineering construction documents. Anticipated grant award notification is July 2020.

Request:
Consider the following: 1) approve and authorize the Chairman to sign a Grant Agreement with the U.S. Department of Interior National Park Service, Contract No. 2868, and the associated Cooperative Agreement form, for grant funds for future improvements of the Evans' Rendezvous in American Beach, Florida, and 2) authorize the Chairman to sign the associated budget amendment.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
No match is required as part of this grant award. It is a reimbursement based grant, so the County will expend funds and be reimbursed by the National Park Service.
Action Requested and Recommendation:
